You need to first learn the rules of poker and holdem in particular which you can get from a number of sites by searching for rules of poker. Then you're ready to try your hand at it and it's best to jump right in. Then as you go you can start reading some basic strategy stuff and combine that with experience and go from there.

A better question is why? Texas hold 'em doesn't seem as interesting as any other variation of poker. Granted, it's all about the betting and the supposition that the river can lead opponents into believing that each other has or hasn't got the cards to assemble a winning hand.

Personally I prefer baseball, no-peek follow the queen. Usually takes longer to figure out who won than to play the hand, but makes for some very interesting betting scenarios.
References :
This is a good site to start with: http://www.learn-texas-holdem.com/ You can also sign up for play money accounts at Full Tilt Poker, PokerStars and Doyle's Room to practice. A lot of casinos have beginner lessons for free or extremely cheap (as in a few bucks). Call or look on their website.
References :
The best way to learn how to play texas hold em is to join a friendly game with some friends. Maybe you learn visually though.

The basic rule of Texas Hold em is to make the best 5 card hand possible. Everyone starts with 2 cards. Poker uses chips in place of money. There will be a small blind and big blind directly to the left of the dealer. Let's say it costs 10 cents to stay in a hand. That means the small blind will put out 5 cents while the big blind will put out 10 cents. Everyone that wants to stay in the hand must put out a total of 10 cents or they can raise it to 20 cents or more. Raises must at least double the original bet. After all the cards are dealt the dealer will lay a burn card face down and then flip up three cards(called the flop), then there will be a round of betting where players can put chips in the pot(middle of the table). The minimum bet is equal to the big blind. The flop is a set of community cards that all players can use to better their hand. You can check(wait to see what your opponents do), call another person's bet, raise another person's bet, or fold. You won't fold until a bet has been placed unless you want people to laugh :).

Then the dealer will burn another card and turn the fourth one(called the turn). There will be another round of betting. Then the dealer will burn another card and turn a fifth one(called the river). The players will combine the 2 cards in their hand with the other 5 cards in any combination to make the best possible 5 card hand. In the end if your bet is called you must show your hand to win. If you bet everyone out you can muck your hand(which means you don't show it). The object is to win all of the chips in the pot either through bluffing(making everyone believe you have the best hand) or actually having it.

There are different variations pot limit, no limit, and cash games. Pot limit means that you can't bet more than what's already in the pot. No limit means you can bet as much as you want(i.e all ins are allowed). In cash games you can cash in your chips at any time. Ideally, you will cash in when you are significantly ahead before you lose your money.

Most of all have fun and learn how to take risks you can tolerate. You can't learn to play poker if you don't gamble.
References :
I've played poker alot.
